Jetta Won't shut off

Ok.. My daughters 94 jetta GLS III wont turn off when you turn the ignition key to off position...I replaced the ignition key switch and still wont turn off. So she now has to pull the coil wire to turn the engine off..
I have a feeling it's relay related..any comments or help will be appreciated.

It was severed wires, and Gary fixed it. Jetta shuts off now. :lol:
