99 passat won't start

I have a '99 V6 Passat. The problem is that I never know when it is going to start. When I try and start it, everything works, like the heater, radio, all the lights, etc. It doesn't even try and turn over. I had it towed twice to Volkswagon dealerships and they said it starts fine once it gets there so they can't fix it. Also, my power windows, locks, and gas button don't work either. Anyone else have this problem?
Thanks

I think I heard my relay in the console made "zapping" noise when I started once. Perhaps some relay is "shot." Just a suggestion.

i've seen this many many times on passats.
check fuse # 14 on the side dash fuse pannel (small fuse)
if the fuse is ok, than comfort module under the driver side carpet is bad. It controls all those things and the alarm functions (why your car isnt starting)

the module is about 300 or so. and thats if the wires going to the module arent corroded to all crap from water draining into the cabin.
