2000 dodge intrepid heater and air conditioner problem.

I am having a problem with my heater and air conditioner i get a weird smell coming out of the vents when i first start the car and turn on the heater and it seems that when i put the air conditioner on high you cant really feel any air coming out. Any suggestions!
