Pwr Steering is Random

Hey All. New South Bend, Indiana guy here with a 94 Chrysler Concorde problem. My power steering seems to work when and if it wants to. I rarely have power steering, but when I do it usually works when turning left or when I just put new fluid in it. Even with new fluid, it's still very random.

Also, I was wondering if anyone has any recomendations as to how to repaint the plastic bumper and side skirts. They are turning yellow at the corners.
