If I get a complete set of coilovers for my civic, this replaces just the springs right? I still need to get a new set of shock absorbers...

Coilovers and a set of shocks. They dont always come packaged together from companies but I would definetly recommend getting a set of performance shocks when you get your coilovers. Also there are some companies that sell a coilover/shock combo.

What are the camber kits for and do I need to worry about the camber of my wheels if I drop like 2 inches?

I'd say anything over 1.5 inchs to 1.7 inchs you should get a camber kit for. The thing they are for is, if you ever seen a slammed car, you might have noticed the wheels sitting at a angle. this cause uneven tire wear. A Camber kit fixes this, making the wheels straight :). Theres more of a explantion on the 92+ Civic Faq
