98 blazer brakes

I have done the bleeding according to the haynes manual I have. I have also bleed the valve body on the EHCU and the line that run out to the brake calipers. I have have a stiff brake pedal with the engine off and with the engine running the pedal goes to the floor. Is there anything left that I haven't done? What do I need to do next? Anyone have an idea?
