Are you needing to replace the ignition switch or the ignition lock cylinder. If it's the ignition switch it's located on the lower half of the steering column and a link that shows how to replace it is here.

If it's the ignition lock cylinder where the key goes then here's a link that shows how to replace that.

And finally here is a link that shows the retaining clip that I think you are talking about if the steering wheel is already removed.

Although it is possible to remove that lock plate without it, a special lockplate compressor tool is highly recommended. There is a LOT of pressure, and a slip using some improvised tool can cause serious injury. The lockplate compression tool is around 20 bucks, and can be ordered from locksmith supply houses. I bought one to replace the keylock on my Cherokee Pioneer and it makes the job a snap. I plan to replace the lock on my other Cherokee as well. I very strongly suggest you do not attempt to remove the lockplate without this special tool. I forgot where I ordered mine from, but a quick search will show you numerous places. A few require that you be a licensed locksmith, but several do not.
If, as noted by other replies, you are attempting to replace the ignition SWITCH, before you go any further, replace the steering wheel properly!! Then remove the lower dash trim panels and the ones around the steering column. The switch is easily accessible, easy to remove and replace, with just a couple of screws and a couple of plugs. Note carefully where the actuating rods go, and be sure to get them back in place properly.
