click click noise under dash when doors open?

i have a 95 grand zj and when i have the doors open i hear the same tick click click noise thats like not a constant click sorta the same tick that i hear when the turn signals are on....is this a bad relay? or another stupid speaker like the Vehicle Indentification Center speaker (in the maroon box under the dash) kind of speaker.....please help really annoying....

also does anyone know where I can get a constant 12v power source for a neon without having to have the keys in the ignition or the doors open?
