My step brother recently bought an RSX type s. He has been bothering me to find out why, while he guns it, the car makes this loud ringing noise and i cant figure it out. The ringing noise somewhat sounds like a wastegate, but his car is bone stock. is this the noise of the VTEC kicking in? Im not sure what RPM we were doing, but i know we were driving at about 75 mph. Im guessing there is no way to get rid of it....?

The VTEC crossover happens at about 5800-6000 rpms. It depends on what gear you were in when you were doing 75 mph. In fifth and sixth, you'd be out of VTEC, I believe.
As far as the ringing noise, try to isolate it to an rpm when driving. Then rev it in neutral when stopped to see if you still get the ringing noise. If so, open the hood and have him rev it to the rpm. Then check around the engine bay.
I found that the plastic cover with the i-VTEC logo on it in the front of engine bay rattles when I hit 3000 rpm by using the above method.
