is it possible to advance or retard the cam in a 1992 olds eighty eight royal

You can do this with any engine you will need a special cam or crank gear made to accomplish this with offset keyways or dowel pin holes, I don't think the effort is worth any slight change though, on this engine. A new chain and gears is more likely to restore cam timing to it's original state.
