95 626 overdrive problem

My 95 626 will not move until I turn the overdrive off. After I get going I can turn the OD on and it seems to work fine until I stop then I have to turn it off again to get moving. any suggestions?

I' m not sure but that might be some electrical problem either with some selenoid inside tha tranny or with the TCM
