Ok just bought a 99 Cougar. Have replaced the stering rack, and alternator.
Is there another fuse block besides the one under the hood next to the battery?? If so have not found it yet, seems like there should be one under the dash also.
The power seat is inop, the stereo has no power and there is no heat, fan and blend door that diverts to def, heat vent etc works. Any ideas ???

Under the glovebox there is the other fuse box

Yes there is one under the dash. It's just to the left of the steering column way up towards the firewall. I had to get upside down in the drivers seat before I finally noticed it.

Fuseblock locations below.
Heat...if all the dash controls are working correctly than you probably have a water flow problem. could be your thermostat is stuck open, low coolant level or a plugged heater core. Do a complete coolant system flush, also disconnect the 2 hoses that lead to the heater core and take a garden hose and flush the core both ways. There were some problems with leaky heater cores so maybe someone has the heater lines blocked or shut off some how instead of replacing the core?
Seat..F28 30Amp should be the power seat fuse.
Radio...F36 15Amp

look under the drivers side dash just left of the steering cillum there is a fuse center just push up on it and it will open like a pen push up again and it will close

Wow, just did same work on my 1999 Cougar. Very curious.. what was the deal with the steering rack on yours? Mine seemed to go bad from hitting a speed bump or otherwise reason unknown.:screwy:
