Windshield wiper adjustment help

Tried today to figure out how to adjust the windshield wipers on a 1986 Delta 88 and couldn't seem to figure it out. On my mom's car it was just a cap that went over a nut that you used to adjust it. Can someone please explain this to me?

You have to take to wiper arm off and move it a couple of teeth in which ever direction you need them to move. There is a little clip on the base of the arm that you have to slide out of the way with a flat head screw driver then shimi the arm off the socket.
