i have a 95 which wont start its a 4.3 vortec engine i tried to turn the engine over manually but it wont budge any ideas how to get it to move would really help thanks

When you say manually , you mean with a large socket on the front of the main crank at the harmonic balancer , right ? You can remove all the plugs to eliminate the posibility of hydralock . that would be my next step . If you can't turn it then , You have either a component on the assessory drive locked up , a bearing spun and locked on the crank , or the starter is engaged and locked with the flywheel . I think I covered all the posibilities.

i removed all the plugs and it still wont budge what else would you suggest

Spray some penetrating oil (not WD40) into the cylinders through the spark plug holes, let it sit overnight. You can then put a wooden dowel into the cylinders and gently tap the top of the pistons by tapping the dowel with a hammer to try and free the rings (if that is your problem).

has the truck been sitting- if so how long, or did it just not turn over one day?

That would have been good info at the beginning. Probably locked because of rust . Garage or outside storage ? no matter, Cylinder walls probably coated with rust

Dead battery wouldn't matter if he were trying to manually turn the crank.
Try what Brian R. said, and spray it down with a penetrating oil. But I would have to agree with Rmbodie, it is probably rusted up.
