My headlights will not turn off! Help.

My 98 Ford Taurus has a problem. The headlights will not go off. When I turn them off the high beam light comes on and the lights stay on (even when the car is off). I have to disconnect the battery so I don't drain it. When I turn the lights on, the high beam light turns off but it looks like the high beams are still on.
Is it a bad switch? Don't know much about the electronics powering the headlamps.
I even tried pulling the fuses and it does not turn off the lights. That seems very strange to me.
Any help?

Welcome to the forum! This topic has been explored a few times fairly recently. I suggest you perform a search in this forum for the phrase "high beams." You will find posts such as:
