94 Cutlass radiator fan operation

So I inherited a 94 Cutlass Cierra from my grandma last summer and have been fixing up all the crap that she let fall by the wayside. Anyway, I had a question to ask you folks. Since I got the car the temperature gauge in the dash cluster has fluctuated from slightly below half way to midway between the half and 3/4 tick marks. Is this normal for this car, or is this an indication of something else. Since I got the car I have flushed the cooling system and replaced both upper and lower hoses. What I have noticed is that the car doesn't have a problem cooling down, it just seems that at idle it heats up and takes a long time for either fan to kick in. But once the fans do kick in it cools down fine. That being said, the next plan of action was to take out the temperature sending unit (which determines the temp the fans turn on at, right?), hook my multimeter up to it, place the element in a cool bath of water, slowly heat the water and see if the change in resistance is constant while heating. The only problem is I am not sure on the location of the sending unit, I think it might be below the thermostat, is this true? Anyway, what do you folks think? Sorry if this is a bit lengthy, but your responses are appreciated.

Thanks,
Steve
