s10 fuel problem.

i have an 89 s10 2.5 and I do not get fuel out of the fuel injector.
The fuel is getting to the injector but the injector is not spraying. I have replaced the injector and there is 12 volts on the injector plug. Is there some switch or something that causes the injector to open and close so what could be the problem ?
