drivability issues and EGR and EVR testing

I am in the process of trying to diagnose some drivability issues with the '96 1.9L wagon.
At high speeds and when under load it misses bad. All the electrical and fuel goodies have been addressed and since it "feels" like an EGR problem I am now lookng there.
The EGR valve checks good. So, now I'm looking at the EVR and DPFE.
Can anybody tell me how much vacuum is supposed to be at the EGR diaphram when the engine is above 1500rpm? I am getting about 1 inch of vac at idle and 3 inch "bursts" at speeds above 1500. Is the vacuum supposed to be steady or at a minium level with the engine above 1500?
