Timing Belt

Hello there, I have a 1995 Accord 4-Cylinder and have been having problems for the last week or so with the engine turning over. I tested the battery and alternator and both were fine pushing what they should. Could a sluggish turnover that takes a while to catch be my timing belt? If so, on a scale of 1-10, what is the degree of difficulty in changing this myself along with the water pump? Thanks for any help...
Also, the check engine light just came on a couple of days ago...is this related to timing belt at all?

Sluggish starting and check engine light. Probably related to each other, but nothing to do with the timing belt. With very rare exceptions, the timing belt is either doing what it should, or it's broken (and you DON'T want that to happen). No shades of grey.
I believe the 95 is late enough for Autozone to be able to pull the code. Take it in and ask them.

If it's not fixed yet, call PepBoys. A few years ago I pulled a starter and they tested it for me. They said it was barely OK. I put in a new starter and all was well. Please let us know what fixes it.
