I think he means what setting are the cam gears supposed to be at when you put on the timing belt. Or set the timing.

You mean you have to shut the engine OFF????????

Put them in your eyes. It looks like you have cam glasses!

put the number one cylinder to tdc. there will be a marking on your crank pully. then turn your cams till the markings on the gears line up. very self explanitory. then put the timing belt back on and everything should be lined back up. check and double check your timing to be sure though.
