just went to get my 95 blazer inspected, failed the co emmisions test by 9.5%, official nj co% is 1.43, i got 11.00. its about 3/4 through the first tank after sitting for a year and i also put fuel injector cleaner in, anything i should do before try number two? i figure i was going to wait a tank or two, perhaps use that stuff designed to help you with the test? also im getting about 11-13 miles per gallon is that expected after sitting for so long and with winter gass formula?

Do you have the 4.3L CPI version?
You're obviously running too rich. I think 11-13 MPG is too low. Any hesitation, hard starting, sputtering, black smoke coming out of the exhaust pipe? As a last resort, Check for bad CPI and Nut Kit. (search this Forum).
Check to make sure your Air Filter is clean. Also, pull the Coil wire off of the Coil (not off of the Distributor) and see if there is corrosion build up on the coil terminal, if so, clean it with a wire brush and re-attach the coil wire. Also, look at the coil wire as it comes out of the rubber boot that attaches to the coil. Is it burnt, brown, or brittle about a 1/2 inch up on the wire? If so, You might replace your wires to make sure your geting good spark. Finally, check for any codes at Auto Zone.

it has a new air filter in it, i do have the 4.3 l cpi version (its the v6 with the vortec cover right? i was always told that this year blazer only had one engine option). no hesitation, no black smoke, no hard starting. ill check that other stuff tomarrow. thanks.

i went through emissions with my 95 with blown cpi unit and leaking nut kit and passed. the next day i replaced both.

If his cpi has been leaking for a while he could have ruined his cat.
Pull the IMTV underneath the Vortec name plate and look for washing. You can find a number of related threads including pictures in the FAQ section stickied at the top of the forum.

I just replaced my cat the other day before i took the test. I looked at the coil wire it was all rusty and stuff, I put a new one on, could that alone make my car fail emissions that bad? I’m going to get new wires, cap, rotor, and plugs today. I have read all about the crappy cpi in this model, although I don’t think that’s what it is because there is no black smoke, hesitating, or sputtering. And up until I stopped driving it a year ago it got average mileage and passed emissions fine.

Like I said, it's a quick check. Pull the IMTV, shine a flashlight in there and look.
You will also want to check EGR. If it's clogged your emissions would be higher than normal.

I kinda doubt that a bad coil wire would cause the failure by itself. But I've seen the corroded wire/terminal cause spitting, sputtering and low performance. I have also failed emissions due to a dirty air cleaner.
My 93 CPI normally gets approx. 300+ miles per tank. I usually have to put 17-18 gallons at each fill-up. When my CPI and Nut Kit went South, I was seeing less than 200 miles per tank.
As I said before I think your milage is too low and I think you're running too rich. The tune-up surely won't hurt a thing, but I suspect there is a problem with the fuel system. One other thing I'd look for is vacuum leaks. Make sure there isn't any disconnected, split or broken tubes or hoses.

both of these are easy to do. if u want to do a more thorow check, remove the upper intake (takes about 10 min to do) and just replace the gasket when u do.
if u do that, it gives u easy access to do your tuneup and easy access to the egr valve.

Today I replaced the plugs, cap, rotor, and pvc valve. The retards at the auto parts store didn’t give me the right wires so ill have to go get them tomorrow. I noticed that the number 4 connection on the cap was really corroded and so was the wires connector, all the others looked fine. Could it have been that that plug wasn’t firing very well or at all and that is what is causing it to run too rich?
Also, what is the EGR valve, what does it do, and how to I check it? Also is it necessary to buy the entire cpi spider or is getting the regulator and nut kit enough? Coughing up 300 would suck.
