trans or motor or both bad problem

i have a 1993 blazer with the w code cpi 4.3.the problem is its flooding really bad .changed sensors,cap,plugs rotor button, cleaned egr valve .still has little bit of roug idle and strong smell of gas.the other problem is when you take off in it bogs really bad till you get to about 15 mile per hour.the trans roars when it does this and acts like your pulling a semi behind it. but seems to shift out fine but not sure if its a low end power problem or trans any help woul be very helpful
