2000 Metro LSi dash fuse blowing

The 15 Amp fuse that links my dash lights and my night running lights keeps blowing. The brake lights work just fine (the running light and brake light are in the same bulb). I've seen other posts which address blown fuses but not this problem. Anything that could help me out is appreciated.
