Bill that says that Bestbuy can instaill my alarm?

Hey guys i was just at bestbuy looking at their high end remote starter/alarm for $510 the 791xl with the the 2 way. And i was talking to him and he said that even though i have a warrty with ford it would not void it. He said there was some kindof bill that went though the goverment saying this. Can i find and read this bill?
