98 Mustang GT Transmission problem

Tranny is starting off in 2nd gear when in Drive position, when I manually drop the shifter down to 1st gear, the transmission will slowly idle but when I give it gas the tranny will lock up. I already replaced the TR Sensor, TPS Sensor and Speed Sensor. Help! Does this sound like I need a new tranny?
