Wheel Cover Noise, 2002 Dodge Intriped

I have a 2002 Dodge Intriped base model with factory wheel covers that are held on by the lug nuts. The wheel covers make a lot of noise when the vehicile is moving and the noise is constant as the wheels turn. Cold weather can make the noise so loud that people have stopped to point out the problem with the car. I am looking for ideas on how to quiet the wheel covers --- it is the front wheels that make the noise. The dealer recently looked at the vehicle and said its only the wheel covers, the the tech took the wheel covers off and it did not make noise. This car is still in good shape and only has 30,000 miles.

the wheel cover might be bent slightly so that as it turns it makes that noise. If you can isolate which wheel it is, try switching it out with another wheel cover, like from the back and see if that works. If that doesn't fix it, you could either have a bad rim or bad wheel bearings. Did you hit any curbs recently on in the past since you bought the vehicle?

do you have BF GOODRICH tires on the car if so that's the problem the sidewall is made a little different and the hub caps ride up on the tire then on the rim making these noises
