Serious ignition problem 95 eclipse NT

Ok everyone, thanks for taking the time;
95 eclipse gs
new engine
no spark
no fuel pump
The engine cranks over when the key is in start position but the fuel pump is not turning on. I have replaced the ECU, and the fuel pump relays. The battery is charged and it has new plugs which are gapped correctly. I jumped the fuel pump and it does work and provides good pressure. I tested the coil and it checks out to Chiltons standards.
I installed a new engine and it fired right up, I drove it around for a while and I noticed a miss when accelerating but the engine would clear up when the accelarator was kept in a constant position. When I shut it down for the night I tried to start it up the next morning and there was no fuel pump noise and the engine would just turn over and not fire. I pulled a plug and turned the engine over and there was no spark. I also replaced the TPS sensor which did not help. If anyone has an idea please let me know.
