The automatic shoulder strap is stuck about halfway. Any ideas how to fix it?

At the base of the 'B' pillar is a round, plastic cap. If you remove that you will see a torx bolt. Turning it will move the seat belt to the locked position. On my car I went in here and disconnected the electric motor. When I get in the car I simply pull the shoulder harness over my head.

Yes, that's exactly what I did as well on my 95 Ford Escort 2-door hatchback. It took about 30 minutes and saved me about $600. I unplugged (permanently shut off) the seatbelt motor and retracted the cable manually with an allen wrench until I had the seatbelt buckle in its back most position.
I manually pull the seatbelt over my head when entering and exiting the vehicle. I decided not to mess with releasing the seatbelt from the buckle each time (don't want to lose the buckle latch from overuse!)
