Anti-Lock light on

My Anti-lock light is on most of the time. Sometimes when I first start up, it's off, then comes on while driving, whether or not I'm using the brakes. I read an earlier post that points to the alternator, but I'm not having any starting problems, and the battery voltage is around 13 with the engine off, 14.6 (seems a little high) with the engine running. The car is a 1998 GL with the 3.8 litre engine, 128kmiles.

Welcome to AF!
First of all the antilock light doesn't always indicate that there is a charging issue. The first thing I would suspect is that you have a bad wheel sensor. You will need to have the car scanned with an ABS capable scanner. This will tell you what needs to be done to repair the problem.

Am I stuck taking it to a dealer to point to a particular hub? I couldn't find a scanner (to buy) that would read ABS codes, including the Auto Tap for Windows, and I truly loathe the local dealers service departments.
TIA
