1991 Pontiac LeMans Idle/Starting Problem

My 1991 LeMans 1.6L suddenly started idling at very high speeds when started. When started repeately it will sometimes only run for 2 seconds or occasionally run normally and then die. My Autoxray code reader reads "Prom Error" or "Vehicle Not Responding". If I pull a sensor, however, it correctly identifies an abnormally low reading from that sensor. I pulled the MAP, and Throttle Position sensors and it correctly identified their readings as abnormally low. Can this be an ECM problem. Any recommendations? Thanks.
