sounds weird

I've got an 89 cherokee, for the last month or so, when i turn it off theres a ticking noise coming from the engine, almost sounds like the valves/rocker arms are still moving, but ive taken the yellow plug in the center off and looked in but i dont see anything moving, and if the rocker arms were still moving, wouldn't that mean the crank would still be spinning which would still turn the belt, but its not.

Metal tends to "tick" and make noise after it has been heated.

It is more than likely the sound of your engine cooling down but without actually hearing it....
