I had a rear strut that came out of the upper mounting bracket and fluid was leaking all over. I looked at the info on Autozone about replacing the strut and the job does not look to bad The real issue looks like the leaf spring compression and that a special tool is required. Also how do you loosen rusted bolts that have been on there forever?

Is replacing the struts a DIY job or is $315 for parts and labor the better way to go?

The issue is compressing and holding the rubber auxiliary spring in place and realigning the bracket with the knuckle, just did one like this the parts were about a 100.00. This is not really a job for a home garage situation unless you have some experience at least doing suspension work and you may need an impact gun to get the strut bolts out. BTW doesn't the 95 Regal have rear coils? Which is a different job all together.
