Gear shift lever stuck

My dad parked his '87 Delta 88 on a hill yesterday, and now we cannot get the gear shift lever out of park. It is really locked. Could this be in the transmission?

this happened in my old caddy once...your gonna need to push the car uphill a little to get the stress of the transmission and then it should shift. we just used another car to gently push the caddy a few inches up the hill and then it shifted fine.
