1.6 bora won't start

changed 2 bulbs in rear lamps. checked & worked ok
but.........
year 2000 1.6 petrol bora wont start. no warning signs. dash lights now very intermittent & a buzzing, clicking sound from behind dash after attempted start. bridged from battery to starter but wont turn at all. wont jump.
replaced fuse no 35 (15A). not sure what it was. symbol id booklet. didn't make any difference
