96 front wiper/airbag nightmare

Here's what I did;

1-Checked all fuses and relays
2-Bought new wiper motor( still doesn't work)
3-Went to a mechanic. He claims that there is power at the inside fuse box, but no power at the relay(fuse) box inside the engine. He claims the wire is dead. So he ran a seperate wire directly from the inside fuse to the relay box in the engine.

Wipers now work, But....

As soon as he hooked the wire up, the airbag started blinking and the code said it has lost power.. (the airbag fuse is directly above the wiper fuse). The mechanic claims that he needs to do the same thing as before, run a seperate wire to give power to the relay(fuse) box in the engine compartment and hook it to the airbag fuse.

Is there a switch inbetween that he doesn't know about? or is he correct?
any help would be appreciated! Thanks Ken

Check the back of the fuse box for shorted, burned connections. You need to find out why power is not going to the fuse. Extra wires is just a band-aid approach.

Could it be the GEM? I have read that the GEM is sometimes faulty when you don't have power to a device. Is this located between the two fuse boxes?
