Daytime and Fog lamps

I have a 2001 EX EB. Both my fog lamps or my daytime running lamps don't work. The headlights work fine when I turn them on. The bulbs for the fog lamps look like they have never been turned on and read approx 3 ohms. The fuse also looks good. Any Ideas on where to look? :confused:
