OBD1 SES light flashes and then stays on

95 tahoe....when I try to get codes out of it ,,,all it does is flash once then stays on. I have reset it but it comes back on after a few minutes of driving ...
What can I check......test...or replace ????
It has a command start and an alarm,,,could that be affecting the system ??
