97 Aerostar windshield wiper problem

The arm that sticks up out of the plastic cover is loose or broke. Does anyone know how to take the plastic cover off? Thanks

I had a 94 , on that one it was held on by black rivets with rectangle heads. Break or drill out the rivets with a small drill bit. The new rivets are available at the dealer and install with a regular rivet gun..
