performance-wise does the dohc blow away the sohc or is it a small diffrence that the sohc can make up for it with more hp

Neither design has more hp than the other, its all down to how each specific engine is tuned.

no i mean if both cars had same hp what kind of diffrence would we see between the sohc and the dohc

Nothing, assuming they both have the same capacity, head design, cam profile etc.

so does one hold an advantage over the other in any way or it doesnt make a diffrence

A 4 valve (or more) per cylinder engine is much simpler to design and build if you have one cam shaft for inlet and one for exhaust valves per bank of cylinders.
It also allows a less cluttered cylinder head, and more flexiablity with head and compustion chamber design and gives more freedom for spark plug placement.
