Is there current at the master switch? There should be current going to and from the switches. If there is current coming out of the switches, check for current at the window motors. If there is no current at the switch, look for broken wire in door panel.

Check for child proof lockout, designed to not let kids in the back seat open the windows. Usually a switch on the main window control panel.

It's my experience, having owned Taurus's since 1986, and only Taurus's, this is quite common.. at least up to 95 anyway, it's happened on all my cars at one time or another, my 99 hasn't been afflicted yet, check the motors out, pull the door panels, smack the motor with a screwdriver or whatever, it'll probably work, wouldn't trust it though, it may stop working again with the window in the down position,, not sure why it happens, I'm guessing water or whatever accumulates in there, couple of my motors have been pretty rusty, try the smack method, see what happens, in my case, it's always been the motors, not the wiring.

I agree. I had a 93 that both rear windows quit. I tool the motors apart and the brushes were stuck. Cleaned the motors up and they worked. Also, I drilled a drain hole in the casing of the motor mount so the water couldn't build up and flow into the motor. (I'm having trouble putting it into words.)
