injector stuck open

i have an 89 with a 350 and an upgraded holley tbi unit. pretty much the subject explains it all i have one injector stuck open and one stuck closed. i removed the wires from the one stuck open thinking it would not fire. it still did. is this the injectors being messed up, the ignition module or something else?
