headers on 1999 elantra?

i'm thinking about installing headers in addition to a cold air intake. my question is this:

do you really need to upgrade the exhaust system as well if you install headers? can you just leave it stock? in other words, can it handle the cai and the headers no prob?

i am new to tuning and i believe here in CA you aren't supposed to modify any exhaust compononents as it has something to do with emmissions? is this correct? sure, i see people with after-market exhaust kits every day, but the real question is is it legal and will you pass the biennial smog-check without changing anything else on the car?
