headlamp cleaning

hey so what's the easiest way to clean the lenses of your headlamps when they have 11 years worth of fogginess on it??? i heard you can wet sand it then polish it... what should i do, because i have very little visibility at night!

If it is foggy on the outside, wipe WD-40 on it with a rag.
