92 mustang water pump bolt problem

the bolt on the far left on the broke when I was removing it for water pump replacement and it broke about 1/2 inch into the thread. Im not sure exactly how this can be fixed. Also the bolt down and to the right is rusted really bad and the one on the top is covered in a nasty oily substance. This is on the threading leading up to the head. Im not a mechanic but I dont think its supposed to be like that. Id really appriciate any help. Thanks.
