what does this BUMPER JACK fit ? # U69 . chevy ford mopar ?

I'm pretty sure that's a late 1960's Ford jack. The jacks I have for 1966-69 Lincolns look identical to yours.

Also I think it would fit Mercurys of that time as well.

Ford had at least two types, this one and a type that had a little tab that fits in a slot in the bumper and a 2"diameter rubber pad to support the weight of the car. The tab type was used on Thunderbirds and, I think, Mustangs.

i never would have guessed ford ,i knew it wasnt MOPAR for sure . i thought chevy / gm . i was thinking the U69 was a GM date code .
