Interior lights and cigarrete lighters not working! 97 DeVille

My interior lights and cigarette lighters (front and rear) are not working. I checked the fuses in the engine bay and in the trunk. The fuses themselves are not blown but they are not getting any current. Tested them with a test light. Are there any relays or other fuses that I should be checking? Inside the car possibly? My high beams also are not working. Any help would be greatly appreciated!!!!! TIA!!!

Should be a master fuse to feed that circuit 60a big one check those also.

Anyone know where the master fuses are located in a 97 DeVille? I had to order a service manual because no local stores had them. Any help would be greatly appreciated! TIA!!!
