19-Point Skyline Legalization Checklist

I wrote this checklist after reading DOT Docket 5507 and crossrefrencing it with FMVSS booklet provided on the NHTSA so that I could import a Skyline and show the inspector that it has roughly undergone roughly the same process as a Motorex Skyline. I realize that the specifics for numbers 11,12,16, and 18 are absent but how hard could it be to reinforce these points to DOT spec? A few chunks of 1" steel pipe in a few key places can do wonders for a cars crash worthiness. Anyway let me know if I left anything out or if the whole idea is a big waste of time.
1. Swap Brake light indicator out for ECE symbol indicator.
2. Install Speedometer and Odometer calibrated for MP/H.
3. Install US model headlights and front turn signals.
4. Install US model taillights and rear turn signals.
5. Install high mounted center taillight.
6. Install tire info placard.
7. Install US model passenger side rearview mirror.
8. Install US model steering lock buzzer in steering lock circuit.
9. Install US model seatbelt warning system on 1990-1993 models.
10. Install US model power window relay.
11. Reinforce dash, roof pillars, and roof.
12. Reinforce seat frames.
13. Replace driver’s side airbag 1990-1993 models.
14. Replace driver’s and passenger’s side airbags on 1994-1999 models.
15. Install airbag warning labels on each visor.
16. Reinforce seatbelt attachment points.
17. Glue the windshields edges.
18. Reinforce door panels, quarter panels, and fenders.
19. Install EPA approved fuel system.

Are you sure these are the only ones on docket 5507? Maybe I missed a page or something but these are the only things I read on it.

I'm looking at the conformity packet for an R32 GTR and you have most of the basics, but there are several of them that are more detailed and require custom made parts. There are some special welds, and added adhesives also.
This is just for the R32, the R33 has a few other items not the least of which is the airbag stuff. Most of the nitty gritty details are in the infamous "addendum A" which has the confidential (and boring) engineering details.
I'm guessing I could have done all these modifications in a few weeks with the right tools.
