97 civic needs helps

my 97 civic dx turns over but wont start. i replaced my main relay and fuel pump. now i noticed im not getting any power to my fuel pump ,and the main relay is not clicking like it normally does.i also noticed that when testing the fuses unfer the dash while they are in the fuse box the tester says only 2 of them are good but when pulled out and tested they are good . anyone know my problem ?
