About how much is the average to get 4 18" rims powdercoated to solid black?

Somewhere in the $150+ area, most likely +. Why not just do them yourself? I did mine, took about 8 hours but came out perfect. :icon16:

To powder coat dont you need to powder up the rims, then bake them at absurdly high temperatures?

from what i heard, powder coating weakens the structure and metal of the rim.....

You can use an old electric kitchen oven to bake the coating. If you only want to do one set of wheels and nothing else then it would be cheaper to send them out to be done. I had a set of Trans Am wheels sandblasted and powder coated for around $50 each I think. (it was a while back) They turned out great. I don't think powder coating can weaken the structure of the wheels, the temperature is not high enough. Only around 400 degrees, and then they are allowed to cool slowly.
