front end groans when stopping;brake noise

I have a 2004 Elantra that I've taken to the dealer 3 times for this problem: When stopping, a noise like a groan comes from the front end. I envision the entire frame coated in rust and about to crack apart. First the dealer couldn't hear the noise (it helps to have the stereo off). When I took the tech out he heard it but no one could figure out the problem so they blamed it on rust covered rotors (which they stripped before telling me this would reduce their life). This didn't stop the noise.

The other problem is that sometimes when turning (left and right) it sounds like something is dragging against the tires.

I'm the only owner and driver. The car has 9900 miles. I was rear-ended 6 months ago but the groan has been with the car since 1 month after I took delivery and the dragging noise started 1 month ago. Any ideas?
